Fishing and conservation - A rising tide

In this Economist article, the author discussed the effect of Individual Transferable Quotas (ITQs) on fish stock. This is not without controversy however, as some consider this policy amount to the "privatization of the commons". A few commenters to the original article suggested that this policy tend to consolidate fishery rights and price out small fishermen. Hong Kong was once a fishing village, what do you think? (I wonder if there are Inmedia readers from the fishing industry.)
