Support of Hunger Strike at Central Government Office
Against EMB’s decision to contract out Human Rights Education Training to homophobic, anti-human rights organization
The Education and Manpower Bureau (EMB) made an appalling decision recently to award a contract to anti-gay, religious right organization, the Society for Truth and Light, to conduct human rights trainings to school teachers and headmasters. According to sources, reputable human rights scholars with a track record for human rights education such as Professor Benny Tai from the University of Hong Kong and Mr Leung Yan-wing from the Hong Kong Institute of Education both lost to the ‘surprise’ rival in the bid.
With no track record in human rights education and solid track record in anti-gay, anti-soccer betting and youth abstinence campaigns, the Society aims to, according to its brochures of the course, provide with the participants the ‘true meanings’ of human rights, including one that stresses ‘responsibilities rather than rights’. It questions the value of upholding individual rights in the society. It tries to examine the right to offend others, self-destruction and ‘moral decadence’, as if it were part of a human rights discourse. It further questions the danger of ‘overly’ upholding human rights principles.
We regret to learn that the EMB has handed down the important responsibility of human rights education to a group that is well-known for homophobic attitudes and partial commitment to human rights principles.
We call for the EMB to disclose the grounds on which it considered the Society for Truth and Light the best candidate to deliver such trainings. We call for the EMB to remedy the decision and to instil criteria for screening trainers with genuine commitment and qualifications to human rights promotion.
Civil Rights for Sexual Diversities will support International Action’s hunger strike at the Central Government Office tomorrow at 10:00am and 16:30 respectively. It will answer any question the media may have.

天 主 教 正 義 和 平 委 員 會 幹 事 孔 令 瑜 昨 稱 ， 明 光 社 在 同 性 戀 問 題 上 有 偏 見 ， 擔 心 其 舉 辦 的 課 程 內 容 有 偏 差 。 香 港 性 學 會 代 表 梁 偉 怡 更 擔 心 ， 明 光 社 向 老 師 灌 輸 錯 誤 訊 息 ， 影 響 學 生 思 想 。
明 光 社 總 幹 事 蔡 志 森 回 應 時 直 斥 指 控 「 莫 須 有 」 ， 強 調 課 程 導 師 並 非 只 有 明 光 社 代 表 。
教 統 局 發 言 人 則 指 ， 當 局 挑 選 承 辦 機 構 時 ， 會 考 慮 有 關 機 構 的 背 景 、 經 驗 及 課 程 設 計 等 ， 強 調 明 光 社 已 舉 辦 有 關 課 程 多 年 ， 加 上 導 師 中 不 僅 只 有 明 光 社 代 表 ， 相 信 修 讀 課 程 的 教 師 可 從 多 角 度 探 討 人 權 問 題 。
另 一 方 面 ， 智 行 基 金 會 幹 事 杜 聰 昨 於 一 公 開 場 合 不 點 名 稱 ， 有 宗 教 團 體 利 用 偏 激 言 論 打 壓 少 數 人 士 ， 甚 至 以 銀 彈 政 策 購 買 廣 告 ， 在 同 志 議 題 上 形 成 譽 論 壓 力 ， 但 他 深 信 市 民 對 同 志 的 接 受 程 度 已 日 漸 提 高 。
