要求和平及正義的朋友們，讓我們共同哀悼在加沙地帶被屠殺的無辜兒童、婦女及任何人士。

自從以色列政府於1月18日宣佈「停火」以來，不但沒有解決任何問題，人道危機反而加深，缺糧、水、燃料及醫療供應，使數以千計被圍困在加沙地帶的傷者陷入水深火熱之中。美國侵略伊拉克至本月已滿6年，他們對伊拉克，阿富汗、巴勒斯坦及亞洲的戰爭名義上雖然稱為「向恐怖分子宣戰」，事實卻證明該戰爭是對無辜平民百姓的恐怖行徑。

6年前，美國政府撒下彌天大謊，聲稱伊拉克擁有大規模殺傷性武器；伊拉克前總統候賽因與阿蓋達有牽連，藉此發動戰爭。美國政府不但違背聯合國憲章，未經聯合國安全理事會之批准，先發制人，而且還違反日內瓦公約，折磨戰俘，轟炸平民及屠殺兒童。據英國研究機構估計，至今為止已有1,220,580個人的伊拉克平民在戰爭中被殺害。

聯合國宣佈去年在阿富汗戰爭中，被殺害的平民人數上升40%。阿富汗政府於去年末宣佈，超過160萬5歲以下的兒童及數以萬計的婦女因為缺乏糧食及醫藥而可能喪生。根據紐約時代周刊／CBS於06年的美國民意調查顯示：在美國， 82%的被訪者認為布殊政府在911事件上有隱瞞或撒謊，實際上聯邦調查局的發言人曾向媒體說過，「沒有證據證明拉登與911有關係」。人們對觸發「反恐」之戰均抱懷疑態度。

在加沙危機中，美國通過世界主要媒體大作文章，說成哈馬斯與以色列政府這兩大獨立的武裝力量在交火，由此造成衝突，事實是在哈馬斯發射毫無威脅力的導彈之前，加沙已被以色列軍隊圍困，以色列政府公然軍事挑釁，進行圍城，造成人道物質供應缺乏，而在圍困加沙之前，以色列政府已軍事佔領巴勒斯坦達41年，違抗聯合國大會、聯合國安全理事會決議及國際人權法，包括日內瓦公約。

我們再環顧其他亞洲地區，在菲律賓，自從阿羅約總統上台後，超過700人懷疑被美軍支援的菲律賓國家軍隊政治暗殺；在中國，在02年中央政府利用「反恐」為借口，促進香港特別行政區將違反人權法的23條立法，現在又影響到澳門；在日本，小泉前首相第一次將自衛隊送往伊拉克戰區而推動修改憲法第9條的和平條件。

各位各友社會各界人士，請一起積極參與全球聯手和平集會。

Please participate in peace rally of world joint action

Dear friends who concern peace and fairness. And for who expressed sorrow and pain for innocent victims recently massacred in Gaza. Since the “ceasefire” announced by Israel government on Jan. 18th, nothing has been solved but situation of humanitarian crises is deepening at this moment with lacking of food, water, energy and medical supply against thousands of wounded victims in Gaza where under continuous siege. This month will mark sixth anniversary since the US started illegal war against Iraq. But within this period of the war, including in Iraq, Afghanistan, Palestine and Asia, so to speak “war on terror” was clarified actually terror itself to innocent civilians proved by precious victims of horrifying reality.

The US government told lies on existence of mass destruction in Iraq and connection between Al-Qaeda and Iraq former president Saddam Hussein to start invasion six years ago. The US government not just violated UN charter to start war by preemptive attack without approval of UN security council but also violated Geneva convention by torture against captives, bombing civilians and massacre of children. Up to this moment, UK research agency estimated 1,220,580 of Iraq civilians had been killed in the war period.

In Afghanistan UN announced death toll of civilians killed in conflict last year surged 40 % since year before. And Afghanistan government announced last year end, more than 1.6 million children under the age of five and hundreds of thousands of women could die as a result of food insecurity and a lack of medical care. According to US opinion poll by NY Times/CBS on ‘06, showed 82% of respondents in US are thinking the Bush administration is hiding or lying on the fact on 911 attack. Actually FBI spokesman told to media that “no hard evidence connecting Bin Laden to 9/11”. There is serious doubt rising around the world on trigger point of so to speak “war on terror”.

On Gaza crisis, US lead global media and world’s main stream media reported as if there are two independent forces of Hamas and Israel government are exchanging violence and this is the cause of conflict. But the fact is before the Hamas had to shoot ineffective missiles, Gaza was under military siege to cause sever crisis as supply of human needs had been blocked by Israel government which is illegal and military offence. And before the sieze of Gaza, 41 years of military occupation of Palestine by Israel government is against resolution of UN General Assembly, UNSC and International Humanitarian Law including Geneva Convention.

If we see the effect in other Asian regions, in Philippines after president Arroyo took in power, more than 700 people had been assassinated, and its murderer is suspected in connection with Philippines national army aided by US military forces. In China, central government took advantage on world’s “anti-terrorism” current to influence HKSAR to adopt legalization of anti human right provision of article 23 in ’02, and now endangering in Macau. In Japan, Prime Minister Koizumi first time sent Japan Self Defense Force to war zone of Iraq and threatening to give up its constitution article 9 which stipulates eternal peace.

Please join world’s simultaneous action of peace rally with your families and friends. We strongly demand;

1 Troops out Iraq and Afghanistan!
2 Stop occupation and siege in Gaza and Palestine!
3 Require peace and democracy in Asia!

加沙戰火不息，世界各地都爆發反以軍行動的示威。但當以色列繼續擴大軍事行動，國內對這種野心策略的支持亦愈來愈多，對巴勒斯坦人的同情反而愈來愈少。而且，隨着大選臨近，政治立場亦變得更強硬。

Yeela Raanan說她不想知道有關加沙戰爭的消息。她不想看到被以軍炮彈炸死的兒童屍體，或者讀到批評自己國家的軍隊殺了數以百計巴勒斯坦人、犯下戰爭罪行的文章。

但無處可逃。Raanan在離開加沙邊境僅三英里的家裏，可以聽到以色列從海陸空三路無休止地轟炸。哈馬斯的火箭繼續攻擊她所在的社區。她二十歲的兒子是以色列士兵，正在加沙某處作戰。

「我寧願不知道。我不能夠做任何事。我們看不見巴勒斯坦被殺兒童的照片。不去感受令人輕省些。我每天只看五分鐘電視新聞，只為看看會不會有人提到兒子。」

當Raanan想到自己的兒子──她不願意透露其名字──她也想到身處加沙的巴勒斯坦人母親和她們的兒子。在這一點上她發覺自己跟鄰居的想法不再一樣。「我不再跟鄰居談這件事。哈馬斯是暴力的。哈馬斯是愚蠢的。我不喜歡他們現在這樣。但我對他們沒有憤恨。我明白他們為何會勝出選舉，我明白他們為何做正在做的事。」

Raanan以前曾是以色列空軍的行動人員﹝operations officer﹞，她因為嘗試理解，被指摘是叛徒，被罵「向魔鬼出賣國家」。他們問，你愛你的兒子嗎？

巴勒斯坦的死亡人數接近八百，世界各地的人知道了以色列的殘暴後，都憤然而起。國際紅十字會憤怒得打破慣常的沉默，譴責以色列指示一個巴勒斯坦家庭進入一幢建築物，之後該建築物卻被炸，三十人死亡，被炸死的母親的手仍緊抱着逃過大難的孩子。以軍一連四日阻止救援人員將生還者救出。

以色列軍轟炸在加沙城附近、被用來接受難民的聯合國學校，殺死四十二名到處躲避戰火的巴勒斯坦人，引來更多草菅平民性命的批評。以色列繼續以追殺哈馬斯領袖來合理法殺人全家，包括小孩的行為。

但一般以色列人很少聽到看到這些事情，就算知道，他們大多也會無動於衷，強調死人當然慘，但那是哈馬斯帶給巴勒斯坦人的。他們說，以色列是真正的受害者。以色列主流傳媒緊緊跟隨官方路線，指這次是防衛戰爭，是哈馬斯以火箭攻擊強加於以色列頭上的道德鬥爭。

巴勒斯坦平民的傷亡被低調處理。死的都被說成是恐怖分子。巴勒斯坦人家庭遭滅門的新聞被淹沒於有關以色列人對哈馬斯攻擊的恐怖的報道中。

「新聞說以軍殺了一百名『恐怖分子』，然後說一枚炸彈落下，四十人失去性命。」Raanan如此複述轟炸聯合國學校的事件。「類似的修辭被用上，因此焦點落於我們成功殺死恐怖分子多於我們殺了另外四十人。我們沒有被告知他們是誰。」傳媒裏也有另類的聲音，但他們大部分不是被漠視就是被罵倒。以色列境內的阿拉伯人組織反戰示威時，也因為打擊國家士氣的罪名被捕。電視新聞主播責罵批評加沙戰爭的人，質疑他們是否有愛國心。

以色列的吊詭是，大部分國民都對民意調查員說他們同意Raanan及其他主張和平者，支持應該以談判最終令巴勒斯坦人立國。但很多以色列人現在質疑那是否可能。他們看到前總理沙龍零五年撤走加沙尤太人殖民區和軍隊後衝突繼續，以此證明阿拉伯人根本不想和平；放棄領土並不會帶來安全。

另外，隨着以色列大選臨近，對難以界定的和平的支持愈加被邊緣化，由前總理內塔尼亞胡領導的右翼政黨，以擁有核武的伊朗跟哈馬斯聯手可能帶來的威脅來煽動選民。很有可能贏出二月十日大選的內塔尼亞胡並沒有計劃撤走西岸尤太人殖民區，也不打算放鬆以色列對西岸巴勒斯坦人的控制。他曾在巴勒斯坦立國的事上表態，說他只希望見到一個被以色列包圍的，像個小行政區一樣的東西。

因此大部分主流以色列人，就算口裏支持和平，卻再一次發現他們和尤太殖民區站在同一陣線，站了在壓逼者那一邊。「我不喜歡說『這是我們早已告訴你的』。」在西岸殖民區shilo居住的著名殖民區居民Yisrael Medad說。「現在大家都說撤出加沙是錯誤的。現在電視都這樣說，之前可不是這樣的。愈來愈多主播敢於問這個問題。他們在一兩年前也不敢說。他們會說我們所持的是極端觀點。現在我會說那已成了主流，即是說無論我們在領土上作多少讓步也不會令他們﹝巴勒斯坦人﹞滿意。他們也會繼續攻擊我們的。」

殖民區居民也許在人數上極少，但他們對於以軍為何攻擊加沙的看法並不邊緣。Raanan住在Ein Habsor，一個大約一千人左右的農業合作社社區。那處經常受哈馬斯火箭攻擊。「過去幾天我們每日都有兩支火箭來襲。就在附近。有可能落在你家。」沒有人受傷，但在去年二月，Raanan任教公共政策和行政的sapir書院裏，有一名學生被哈馬斯火箭炸死。育有四名子女的四十七歲男子Roni Yechiah，被一枚落在停車場的火箭殺死。

Ein Habsor大約四分一的家庭都走了。「火箭並不一定是他們離開的原因。那是因為戰爭，因為恐懼。他們把學校關閉了。那些有小孩子的家庭大多走了。」在那樣的氣氛中，以色列進軍加沙是不會被質疑的。大部分Ein Habsor居民認為，攻擊加沙是回應哈馬斯火箭的直接和必須手段，不應與以色列對巴人土地的佔領或者以色列對加沙的封鎖混為一談。

但Raanan仍然會質疑。她希望見到一個真城地與巴勒斯坦人談判的政府，她的想法是，就算以色列有能力在武力上壓倒巴勒斯坦人，也不代表這樣做合符其利益。Raanan希望其他以色列人也明白巴勒斯坦人受的痛苦。「我的農業合作社社區是挺右翼的。他們相信力量，也不喜歡阿拉伯人。我不會跟鄰居談很多這些事。」

「若果你打開心扉，想想四十個在聯合國學校裏被炸死的無辜人，你一定會很難過。你很難一方面想着那間學校，一方面希望以色列軍隊戰勝。要這樣將人格一分為二很困難。我認為那是必要的，但很困難。」Raanan說，以色列人已將巴勒斯坦人非人化到一個地步，令他們已對誰被殺感到麻木。「要他們設身處地想想加沙居民的處境，非常困難。我想你必須有能力不把人當作人，才能夠接受這樣的戰爭。」

「以色列人視哈馬斯為恐怖組織，因此對哈馬斯幹任何事都沒有問題。但問題是，為何我們認為在殺死或消滅哈馬斯時可以同時殺死平民？我們的辯解是：是他們對自己的人民做的好事。那是在以色列內聽到的修辭。這令我們正在做的事變得可以接受。在以色列，我們在害怕阿拉伯人的環境中長大。這跟憎恨阿拉伯人只差一小步。對阿拉伯人沒有敵對感覺才是不正常，那是針對一整個群體的種族意識。」

在Shilo，Medad有一點是同意raanan的，就是以色列輿論愈來愈無視巴勒斯坦人的痛苦。但他說那是源於外國對以色列的批評。「這些嚴苛的批評正慢慢地令更多以色列人對所謂人道考慮感到麻木，最終他們會說：那又怎樣？我們看不見人類的面。在這樣的環境我們為所欲為。敵人並沒有身份，他不再是人。」

若你走進耶路撒冷的餐廳，或者特拉維夫的酒吧或Azrieli商場。那商場是以色列境內最大的。隔壁就是kirya軍事基地，以色列國防部所在，以色列的高級軍官就在那裏辦工。兩幢建築物由一條橋相連。

在加沙戰爭期間，以色列曾批評哈馬斯將軍事設施放在人口稠密的地區，危害平民安全。那是以軍殺害巴勒斯坦平民的主要辯解。在azrieli商場購物的人看不到這個批控跟以色列將軍事總部設在大商場旁邊有什麼矛盾。電腦工程師Yoni Ahren一邊呷咖啡一邊說：「若他們攻擊這地方，這個講法才有意思。但他們沒有。他們只會派自殺式襲擊者到商場內把我們炸個稀巴爛。巴勒斯坦人旨在殺害任何尤太人。以軍出動去狙擊哈馬斯，過程中有無辜的巴勒斯坦人被殺。但那不是以軍在加沙的原因。」

一名在ahren旁邊，因身穿軍服不願身份被公開的軍人說，一切都是巴勒斯坦人自招的。「他們投票給哈馬斯，之後哈馬斯攻擊以色列，因此那是他們的問題。我不知道﹝攻擊加沙﹞能否解決任何問題。大概不會。我們不能將哈馬斯抹走。但我們得到的教訓是，我們不能相信巴勒斯坦人。我們從阿拉法身上得到教訓。現在我們又再學習一次。」

對於medad，加沙戰爭的好處是確保在西岸的尤太人殖民區能以繼續存在，因為以色列人會明白，繼續控制他們稱為「尤大及撒馬利亞」﹝Judea and Samaria﹞的地區將確保哈馬斯火箭不會落在特拉維夫。「情況在變，加沙正改變人們的想法。」

shilo殖民區位於拉姆安拉至納布盧斯之間的主要道路旁邊，距離以色列在西岸和耶路撒冷興建的「安全障礙」很遠。shilo的居民大多有強烈的宗教信念，認為以色列的國土應包括所有約旦河西岸。他們頂多只能容忍巴勒斯坦人留在自己的地方。

當沙龍在零五年撤走加沙的殖民區，他說那是為了和平的犧牲。其他觀點指出，當時他沒有其他政治選擇，全面撤走加沙是卸去重開以巴和談的國際壓力的方法。但以色列一方面撤走加沙殖民區，一方面則擴大西岸的殖民區。自零五年shilo殖民區的面積增加了百分之廿五。再加上連以色列都視為非法的殖民地前哨基地﹝outpost﹞，整個shilo殖民區已有約一萬居民，面積相當於當年在加沙的主要殖民區。

民意調查顯示，大部分以色列人都願意放棄shilo殖民區以換取和平。但以色列國內也有強大的意見反對這樣做，當中包括可能當上內塔尼亞胡政府國防部長的Moshe "Bogie" Yaalon。這位曾指揮西岸戰事的將領連月來一直頓促政府攻擊加沙，他也反對撤出西岸。

Medad有信心，Yaalon的觀點將會佔上風。「若果你不控制整個人口，你便受害。你說那是佔領.....沒所謂。但一定的控制和監督是必須的。」Yaalon最新便反問：「加沙和『尤大及撒馬利亞』最大的分別是什麼──在『尤大及撒馬利亞』我們可以在晚上進去，我們知道他們在哪，抽他們出來。在加沙我們做不到這點。」

內塔尼亞胡認同這點，他要求在加沙的軍事行動要直至將哈馬斯拉下台。很多以色列人不會像內塔尼亞胡那樣大野心，但他仍然在民調中領先。以色列政壇的左翼也愈來愈強硬，工黨領袖兼國防部長巴拉克由於領導這次攻擊而民望急升。

資深和平運動倡議者Jeff Halper說，這種狀況進一步證明以色列的輿論主要是被恐懼主導。「以色列民眾已經被其領袖騎劫了。以色列人已經內化了『沒有可供談判的和平伙伴』的論述。在以色列，所有事都被簡化為恐怖主義，因為以色列已經抹去了佔領的政治背景，聲稱只要和平，聲稱已經作出慷慨的讓步，只是阿拉伯人不接拒絕。」

「七成的以色列尤太人說他們不要佔領。他們接受兩國並存方案。但他們對我們說：『不要跟我們講和平，我們希望和平。是阿拉伯人不許我們，因為他們都是恐怖分子。』在以色列有一種強烈的預設，認定阿拉伯人是我們永久的敵人。」

Raanan不希望這樣。她希望加沙戰事盡快結束，他的兒子可以撤走。若果戰事繼續拖下去，他的二子也會被徵召，跟隨其兄長的步伐進入加沙。

香港，為和平和正義站出來

More than 700 Palestinians have been killed and 3,085 injured since the Israel assaults on Gaza began on 27 December 2008. Almost ONE-THIRD of the victims were innocent children, in addition to students and civilians taking refuge at 3 United Nations Schools (neutral war-zone) in Palestine. HIF is deeply concerned about this humanitarian crisis and we believe, as global citizens, we should stand up firmly and say "STOP" to the situation.

以色列自2008年12月27日襲擊加沙地帶以來，已造成超過700 名巴勒斯坦人死亡，3085人受傷。其中三分之一為無辜兒童，其餘為避難於三所聯合國學校（位於Palestine戰爭中立區）的學生和平民。HIF對此人道主義危機深切關注，同時我們相信我們作為全球公民，應該站出來，對此事件堅決說"停止"。

HIF urges for an IMMEDIATE CEASEFIRE. We strongly condemn the Israel government for the blockade of Gaza, including the banning on the crossings of humanitarian supplies such as food, water and medicine, as well as prohibition against entry of international press. We do NOT accept any substituting policies such as the 3-hours daily truce proposed by Israel right now. The Israel government should end the air-strikes on Gaza and withdraw the land troops from the region immediately! The blockade has to be ended.

HIF呼籲以巴雙方立即停火。我們強烈譴責以色列政府對加沙地帶的封鎖，包括人道救援物資的禁運（諸如食品、水和藥物等）和國際媒體的禁行。我們不接受任何替換政策，包括現在以色列提議的每天三小時休戰協議。以色列政府必須停止對加沙的一切暴力行為，並且立即從這一地區撤軍，解除封鎖。

At the same time, we condemn the continuous firing of rockets to Israel civilians from Hamas. We believe, WAR COULD NOT AND SHOULD NOT BE A MEANS TO SOLVE THIS CONFLICT.

與此同時，我們譴責哈馬斯武裝組織對以色列平民進行的連續火箭彈襲擊。我們堅信，戰爭不可能也不應該成為解決衝突的途徑。

Global leaders should take responsibilities now to stop this humanitarian crisis and facilitate the peace-building process in Israel-Palestine relation. We believe that the United Nations should be empowered to intervene justly and mediate on the conflict without delay.

各國領導人應該承擔制止人道危機和協助以巴和平建交的責任。我們相信在此事件上，聯合國應該即時被賦予更多干涉權。

We severely condemn the United States government for ignoring global consensus and adding obstacles to the conflict resolution talks in the U.N Security Council. We are encouraged by and in full support of the United Nations Resolution 1860 adopted this morning calling for an immediate ceasefire in Gaza, the full withdrawal of Israeli forces and enabling the transfer of humanitarian supplies into Gaza. We also urge for president-elect of U.S., Barack Obama to act upon his conscience and speak out for injustice as he promised to in the elections.

我們嚴厲譴責美國政府忽視國際社會一致看法而行使其否決權，在聯合國安全會議上阻礙巴以和談的進行。我們絕對支持聯合國安全理事會表決通過，呼籲加薩走廊「立即、持久」停火，以促成以色列部隊「完全撤出」。同時，我們呼籲美國總統接班人Barack Obama站出來主持公道，兌現在大選時的諾言。

Above all, WAR will NOT bring peace to any conflicts in any region. As we have seen in the situation of Cambodia, we realize how destructive legacies of wars could be to the people and development of a society. The pain is life-lasting. And innocent children should not pay the price.

戰爭不可能為任何地區的任何衝突帶來和平。柬埔寨的歷史啟示我們，戰爭會為人民生活和社會發展帶來無窮後患。戰爭的代價不應該由無辜的孩子來承擔。

HIF urges our members in the community to unite and take action together in order to advocates PEACE in Hong Kong. For every minute we wait, many more lives go in vain in Gaza. People in ASEAN countries, Europe, the Middle East, North America and Latin America, and even some Jewish communities across the world have stood up to say STOP to this crisis. Hong Kong, what are you waiting for?

因此，HIF 呼籲社會各界朋友們站出來，成為香港的和平宣導者。我們每等多一分鐘，有更多生命就會白白地葬送。東南亞國協、歐洲、中東、北美和拉丁美洲的人們，甚至一些國際猶太團體都已經站出來對此危機說"停止"。香港，你還在等什麼？

兩岸四地華人聯署發表聲明，要求以色列立即停止加薩戰火

連署訴求
支援以巴地區和平組織，回應國際公民社會呼喚，站在人民立場，台海兩岸四地華人發表聯合聲明：

1.抗議任何恐怖手段濫殺無辜，這包括以平民為目標的火箭炮及以反恐之名進行國家恐怖主義；
2.抗議以色列以自衛之名全面入侵巴勒斯坦領土加薩地帶 ( 加薩走廊 )；
3.抗議以色列封鎖加沙引發人道大災難；
4.抗議美國向以色列提供大殺傷力武噐並支持國家恐怖主義；
5.抗議以色列使用國際法禁用的恐怖武器白磷彈。

由於以色列的大規模及兇猛襲擊，造成加沙人道形勢極度緊張，形同屠殺，鑑於這是一場不對等戰爭，我們有必要首先對強的一方有以下要求：

1. 強烈要求以軍立刻停火；
2. 要求以軍無條件立刻撤出加薩地區；
3. 要求聯合國安理會等列強成員介入，訂定方案和進程表，和平解決問題；
4. 要求聯合國派出維和部隊和人道團體進入加薩展開救援工作；
5. 如以色列拒絕停火則要求抵制以色列貨品。

加沙聯合國學校被炸四十死人道機構呼籲停止殺戮﹝加沙系列﹞

聯合國近東巴勒斯坦難民救濟和工程處主任John Ging在學校被炸後接受英國廣播公司訪問，講述加沙情況。極為諷刺的是，英國衛報剛剛才發了一篇報道，指加沙居民現在都擠到Jabaliya難民營的聯合國學校，一天不到，學校就被炸了。

加沙陷入全面人道災難居民苦不堪言﹝國際紅十字會最新記者會﹞
節錄：在一月六日於日內瓦舉行的記者會上，國際紅十字會行動主任Pierre Krähenbühl說加沙平民的情況已達不能容忍的地步，他呼籲交戰各方協助，令國際紅十字會和巴勒斯坦紅新月會的救援人員能開始救援行動。
....Pierre Krähenbühl說：「﹝加沙﹞人們都很害怕；家長擔心孩子的安全，很多平民被夾在戰鬥雙方之間。過去的晚上是連日來最令人驚恐的。」.....他強調加沙的情況在這輪戰鬥發生以前就已經極端惡劣，數月前，國際紅十字會的人員曾表示，由於以色列自二零零七年中開始對加沙地帶的封鎖和入口限制，加沙的情況早已瀕臨崩潰.....

加沙：傷者在等待救護車時死去﹝國際紅十字會最新報道﹞

Three expatriate volunteers of Médecins Sans Frontières (MSF) - a field coordinator, a doctor and a nurse arrived in Gaza Strip on Wednesday the 31st of December, to reinforce the local teams composed of 35 health personnel. The intensity of the bombing hasn’t allowed MSF to continue with post-operative care in the MSF clinic in Khan Younis in the south. This clinic has been closed since the beginning of the air raids, and is now no longer accessible from the north as the Gaza Strip has been cut in two.....

節錄：As the number of casualties continues to mount, civilians in Gaza are in increasingly dire need of food, medical and other emergency assistance, Amnesty International said on Wednesday.
International humanitarian and human rights workers, as well as journalists, have not been allowed into Gaza by the Israeli army since the beginning of November, with the exception of a few journalists who were allowed in for a couple of days earlier in December.
......As attacks continue, Amnesty International called on the Israeli authorities, the Hamas de-facto administration and all other Palestinian armed groups to stop all unlawful attacks. They must not target civilians and buildings not being used for military purposes, whether through air or artillery strikes or home-made rockets, and must take all precautions necessary to protect civilians from the dangers caused by military operations.
....."Israeli forces must bear in mind that there are no ‘safe’ places in Gaza for civilians to seek shelter. They know how densely populated the Jabalia Refugee Camp is and that the homes are mostly light structures with flimsy asbestos roofs and not able to withstand the effect of strikes. Strikes are virtually sure to kill and injure civilians” said Amnesty International. "The Israeli army must not carry out attacks which pose a disproportionate risk to civilians. They must always choose means and methods of attack that are least likely to harm civilians.”

譯文：以色列只有打仗戰術，沒有和平策略﹝加沙分析系列﹞

編按：以色列軍又來了。國際傳媒中只剩下卡塔爾半島電視台兩名記者仍然留在加沙，一個在天台一個在醫院，但香港的電視台連這些僅餘的現場報道畫面也放棄，於是我們只看到美聯社或路透社那些遠距離畫面，白煙和黑煙，以軍的龐大武器，或者由英美電視台轉播的哈馬斯電視台畫面。我們應該知道得更多，香港應該有更多中文的深入報道和評論。由今日開始，我們希望每天至少翻譯一篇外文報道，同時介紹不同的新聞來源，這裏也呼籲大家把不同觀點的文章翻譯並貼上來。我們應該知道得更多，我們沒理由袖手旁觀。

第一篇文章譯自零九年一月三日英國《衛報》，原文標題Israel has plenty of tactics for war, but none for peace

一個受其被軍事威權蒙蔽的領導層會無視政治現實，相信只有武力可以解決問題。

所有在加沙親歷血戰、或大部份在遠方留意著事態發展的大部份人而言，都非常清楚哪一方是對、哪一方是錯的。他們知道誰是無辜的受害者，誰是邪惡的加害者。無論是今天（一月三日）將在倫敦聲援巴勒斯坦人以示團結的示威者、抑或是準備在本月稍後期間舉行示威支持以色列的人，他們都顯得同樣肯定、同樣堅持。

雙方都以道德理據理解這場衝突。對巴勒斯坦人的支持者來說，事實再清楚明白不過，以色列干犯戰爭罪行、屠殺數以百計的巴人、對準被圍堵的人口施以空襲（而且可能很快就發動地面攻擊），聲稱只以哈馬斯據點為襲擊目標，卻無法避免擊殺所有礙事的平民。

以色列的啦啦隊亦同樣肯定的指出，以色列是受害者，現在才攻擊是因為持久的克制，而且只是出於自衛。自從二零零五年，以色列南部的市民一直飽受哈馬斯隨機發動的火箭炮襲擊，終日躲在避難所中擔驚受怕、於恐怖中渡日，任何一個社會都不能容忍下去而不作反擊。

以巴雙方均稱言一直有履行為期六個月的停火協議──只是執行有欠完善──直至十二月十九日，要不是對方首先違反協議的話。至於是哪一方先破壞停火，是哈馬斯先發射火箭炮、還是以色列先行圍堵封鎖加沙？雙方都同樣振振有辭的指控對方，指控與隨之而至的反應行動就像牛頓的連鎖反應一樣，可以追溯到永永遠遠以前。

那麼，對於長久渴望以巴雙方能夠真正和平共處的所有人而言，現在最實際的做法不是去問目前的軍事行動是否合乎理據，而是究竟明智與否。

以色列的發言人稱，以方並非要像推翻伊拉克一樣在加沙達成「政權更替」，只是想設法改變哈馬斯的盤算，讓它明白向以色列施射火箭炮並不是合符哈馬斯利益的一回事。以色列亦希望藉此重振二零零六年黎巴嫩戰爭中飽受打擊的軍事威權。哈馬斯將要受到教訓，必須持續履行停火協議，讓以色列南部邊境地區得以安寧。隨後，以色列就可以與法塔赫（Fatah）領導的西岸巴勒斯坦人繼續和議的談判。

這聽來的確很有道理，但事實就是如此嗎？以巴最近一輪的衝突迄今，以方官員還是說事實就是如此。他們吹噓說，已經粉碎哈馬斯的指揮與控制系統，更讓哈馬斯領導屠都躲進四公尺深的地下洞裡去。

可是更迫切的問題來了，這與兩年前於黎巴嫩浮現的問題可怕地相似：這一切將要怎樣收場？假如以色列的坦克車攻進加沙，難道它們就不會在哈馬斯暸如指掌的小街與泥巷中癱瘓垮倒麼？

上述這些亦只是最迫在眉睫的疑慮而已，即使從以色列的角度考慮，這項「鑄鉛行動」是否明智，亦將因為更深遠的考慮而成為疑問。

首先，即使以色列真能藉出兵穩定局勢，卻有無數理由指出，以方根本無須發動戰爭就可以達到相同目的。資深巴勒斯坦分析員與談判專家Hassein Agha指出，要令局勢安定本來就「簡單容易：只要以方解除對加沙的封鎖，火箭炮襲擊就會停止。」

然而一些外交消息人士卻質議這種說法，並指哈馬斯實際上視以方的制裁為有利，指「解除封鎖只會令哈馬斯失去區內的控制」，所以當一些邊境通道開放就遭受哈馬斯襲擊。然而大部份巴勒斯坦人深信，放寬封鎖與哈馬斯最主要的目標是一致的──就是能夠讓哈馬斯有機會證明自己的確有能力、有效地執政──哈馬斯不會以火箭炮襲擊來破壞自己的部署，貿然放棄這個更重要的目標。

以色列面對目前的情勢，亦得承認前景並非那麼容易嚥下的：他們不能容忍一個以「反猶太、消滅以色列」為號召的哈馬斯運動，予人有得到合法性的印象。可是，如果以色列堅持南部地區局勢的安寧才是主要目標，那麼至少就有一個根本不用出兵的方法早就擺在眼前──就是熟悉哈馬斯的人都認為可以停止火箭炮襲擊的那個方法。而且，任何停火協議亦將包括放寬封鎖的條款，以色列無論開戰與否，最終還是要作出這些讓步。

其次，以色列希望打破哈馬斯於加沙地區的控制的話，卻正正用上了錯誤的方法。以方的領袖已經多次犯上同一錯誤，一次又一次對阿拉伯社會的運作方式作出誤判。他們以為只要對加沙（或黎巴嫩）施以猛襲，當地的民眾就會怪責哈馬斯（或真主黨）為他們帶來戰禍。可事實不然，加沙民眾責怪的是以色列，與哈馬斯則更形密切。當提及哈馬斯近年在阿拉伯世界迅速冒起、被捧為頑強的反抗象徵、以至該組織已成為一種「地區現象」時，Agha 評論道「任何事情只要沒有摧毀哈馬斯，就會倒過來令它更強大。」

第三，以色列的最大期望，繫於所謂溫和派阿拉伯領袖的支持，他們可以起的作用顯然因是次軍事行動大大削弱了，特別在巴勒斯坦總理阿巴斯而言更甚，現在要與以方進行和談只會被視為與冷血的敵方勾結。

還沒提及的是，以色列正每天不斷為自己招惹的新仇憤恨，在加沙製造了一整代隨時準備報復的仇家。這星期裡親歴轟炸襲擊的每一個孩子，將來極可能被招募為暴力襲擊的新成員。

對於眼睛瞄著大選的以色列政客而言，猛襲哈馬斯的確是有短期利益的。一名高級歐洲官員跟我說的實在對極：「這是以色列人的戰術，可不是策略，他們是對付病癥的專家，可不懂解決病源。」這是一個只知戰爭戰術、要達致和平可沒有任何策略的國家所為。

如果她真有一個和平策略的話，以色列就該知道他們不能替巴勒斯坦人挑選總理，而即使哈馬斯的宗旨多麼令人抗拒，它卻是是巴勒斯坦真實處境的構成部份，最終亦必須與其共處。這樣的一個和平策略就必然要求以方全面撤出西岸、並停止殖民區擴張，這樣才能讓阿巴斯──與及和談進程──在巴勒斯坦民眾當中得到認受性。

可是這個和平策略並不存在，只有一個被軍事威權沖昏頭腦的以色列領導層、它以為差不多所有問題都可以用武力解決，並且以動武來迴避更根本的問題。

以色列軍轟炸加沙，近三百死﹝各報刊連結﹞

最近在友人介紹下開始看半島電視台﹝aljazeera﹞廿四小時新聞台，星期五有一單香港電視台不大注意的新聞：以色列開放加沙接連以色列的邊界，讓食物和燃料能運入。當時記者以樂觀口脗詢問一位人權組織代表：開放邊界夠不夠；代表也給了一個行貨答案：當然不夠，然後簡單介紹加沙居民多年來面對的窘境。

沒想到，開放邊境竟是大規模空襲的前兆，這是外人不容易明白，但加沙居民卻已有不祥的預感。在加沙地帶執業的心理醫生Dr Eyad Al Serraj說「跟所有加沙人一樣，我感到有大事情將要發生。當以色列容許食物和燃料﹝昨日他們解除了對加沙的封鎖﹞，我就跟朋友和自己說，以色列正在策劃一次大襲擊。他們不希望被指令加沙人陷入饑荒。」﹝英國《衛報》，十二月廿七日﹞

這次大空襲是零六年以軍黎巴嫩的翻版，上次以軍說是報復黎巴嫩南部真主黨向以色列北部發射小型火箭，今次是報復哈馬斯向以色列南部發射的qassam小型火箭﹝非常簡陋的極短途火箭﹞。兩次以軍都以極不符比例的方式報復，雙方的死亡比例幾乎是一對一百。英國廣播公司的簡要分析指出，以色列在一個月後將舉行大選，「中間派」的執政前進黨的支持度落後於右翼利庫德集團的內塔尼亞胡，於是選擇在美國候任總統奧巴馬仍未上任前發動大規模軍事行動，以向以色列選民交代。在攻擊開始後，以色列兩個主要右翼黨Israel Beiteinu和利庫德集團都發聲明表示「滿意」。用常理去推斷，都會得出和英國衛報編輯ian black相若的結論──攻擊只會令哈馬斯的地位更穩固。

在這樣的時候，通常我們都會聽到最違反常理的政治辭令。以色列總理奧爾默特在記者會上面對鏡頭對着加沙人說：「你們不是我們的敵人，哈馬斯、聖戰組織和其他恐怖組織才是你我共同的敵人。」﹝也可以看以色列外交部長的發言﹞美國駐聯合國大使哈利札德說，我們不願意見到任何一個無辜的人死亡，但我們必須搞清楚事件的前後次序﹝sequence﹞，即哈馬斯先發射小型火箭，以軍才發射其大型火箭。

沒有比這種「次序論」更惡毒的話了。

Talking to terrorists in Gaza

In the great debate now taking place about terrorism, I feel I have a special starting point.

For over thirty years I have worked in zones of conflict, particularly the Middle East and also Iraq, the Balkans, the Caucasus and Kashmir.

Despite all these experiences, it was a visit to Gaza and an encounter with defenders of terrorism that gave me fresh insight into the possibilities and limits of dialogue.

It began when the Dutch Interchurch Peace Council (IKV) sent me to Gaza, where it was supporting Palestinian civil-society organisations in their campaigns for local elections. It was very bizarre. When we arrived in Gaza, we found that Arafat’s Preventive Security Force, led at the time by Mohammed Dahlan, had closed down the offices of the initiative we were supporting. Why? Because the meetings they had been holding in the West Bank and Gaza had been getting very popular. Yasser Arafat felt threatened by local elections so he ordered his security force to break into their offices and hack into their computers to find out what was going on. People there were very upset.

Later, I talked to a colleague of Mohammed Dahlan in Ramallah and asked him how his forces had learnt to hack into computers. He told me that the Dutch intelligence service had trained them! There was something rather funny about the fact that official Dutch money was going to them at the same time as it was being given to us to support civil-society initiatives.

It was typical of the many contradictions in Palestine. At the time, we were funding another organisation called Panorama, which had offices in East Jerusalem, Gaza and Ramallah. It offered courses on democracy. Its students would pass their exam in the subject, dress up smartly and receive an official diploma, then walk out into the streets and find there was nothing – no democracy at all. I began to feel that what we were doing was quite ridiculous.

A question of ethics

I decided I had to understand and confront for myself the culture in Gaza and the appeal of militant groups like Hamas and Islamic Jihad. I had to understand their thinking – and this meant getting closer to their followers and leaders. I felt it was particularly important because I knew my friends and professional colleagues in Israel were getting more and more frightened, and I could sense that a gap between them and the Palestinians was growing.

So I contacted one of my friends in Gaza to see if I could meet with Sheikh Ahmed Yassin and Abdel Aziz al-Rantisi, leaders of Hamas (both of whom were later assassinated by Israel) and with Mohammed al-Hindi, a leader of Islamic Jihad who has survived several assassination attempts. It was easy: they were willing and ready to talk.

I went to a small room in a little old house. There I sat with Sheikh Yassin, who was in his wheelchair. As visitors entered, they fell to their knees and kissed his hand as if he were a god.

He began to tell me how bad the Israelis were. After a while I stopped him. I said that I wanted to talk about his principles. I found that I had to explain this. I told him that I was a Calvinist and that though I had learned that people can do good, I also knew that they had a lot of evil inside them. I told him I believed you had to set yourself limits and that I called these limits “personal ethics”. I asked him if this idea of “personal ethics” was also present in Islam. He started talking about Israel again.

I said that I understood that Israel’s policies could not be justified but I asked him again: “Despite everything, despite what Sharon is doing, do you ever think personally about the two sides, do you ever question yourself and whether you can be responsible for sending suicide-bombers and their victims to their deaths?”

He had no clue what I was talking about.

How could he not understand the idea of personal ethics? It was something I thought was so clear.

I thought perhaps he was joking or lying but the people around him also found the question strange. I realised that nobody had ever asked the question in this way before.

“You cannot ask a boy to commit suicide for you”, I said to Yassin. “Maybe you yourself can do it, but you cannot ask a boy.”

“You look around here”, he replied. “Can somebody live here? It is a cemetery. We’re all dead. The only thing we can do is to celebrate it. We are not just killing Israelis. What we are doing makes life bearable; it is part of our death culture.”

Later, as part of the same attempt to understand the mindset of terrorism, I find myself sitting in a room with twenty or so men, the brothers, father and the extended family of a boy who had committed a suicide attack. The walls are covered with photographs of the boy. His brothers tell me about Hamas’s “special groups” which train for several months to do this kind of thing. I suspect that they must also be in Hamas.

At a certain moment I interrupt, saying how hard it is for me to understand. I ask to talk to the boy’s mother. When she enters the room her face is shining: she looks as though she is in heaven. I tell her that I am sorry, that it must be a real tragedy to have lost her son. I ask her how she copes.

She tells me, “In the beginning, when he joined Hamas, I thought, ‘oh, my God, I don’t want to lose you’”. She then explains that her son’s training included coming home to explain Hamas’s ideas, the necessity of what he was to do, and the glorious days to come. Over time it grew easier. “I was convinced that this was the sort of sacrifice you had to make.”

One of the brothers says: “If he had died in a car accident there would have been 100-150 people at his funeral, now there are 15,000.” His father tells me that it has been the most glorious day of his life.

Gaza is indeed different from the West Bank. It is lost. It is a million people in the sand. To understand terrorism in Gaza you have to understand this context, this complex of feelings rooted in a particular political blockage. In Gaza, I do not think that the prime motivation behind terrorism is hatred. It is indeed a way for people to celebrate what is otherwise a “living death”.

If you talk to people in the street they say Osama bin Laden is absolutely fantastic. But their ideology is so provincial, so local – it is Gaza, Gaza, Gaza and nothing else, because they have nothing else.

Terrorism is different everywhere. In Gaza, I believe that there is a good chance that the culture of death will burn out. If people get the feeling they can go to school, get a job, travel – if for them this happens, Gaza people will come to life again. It will be possible to have some perspective.

Can “they” understand “us”?

I had another different kind of conversation with an Islamic Jihad leader from Gaza. This time he came to me to ask for my help. The Dutch government had prevented charities in Holland from collecting money for his group. Could I do something about it?

I told him I would not. I told him I knew his organisation was ready to commit more suicide attacks and that I was absolutely against them. He was upset. He complained about Israel and once again asked why I could not help end, as he put it, the suffering of his people.

“During the second world war”, I told him, “my father fought in the resistance, against the German occupation. If he had crossed the border and killed children in a suicide attack on a school, I would never have forgiven him. That is my position.” He was silent. I had a feeling he suddenly understood there was nothing to argue about any more.

For me, encountering terrorism thrust me back to my own core values. When I found myself talking to terrorist leaders I gained a new appreciation of my Calvinist roots. Now, for their part, it was only when they understood I would condemn my own father if he had been a terrorist, that they realised my effort to understand them in no way meant that I could excuse or accept what they did.
