新移民成為社會問題堆填區？

昨天一群網民走上街頭，高叫對新來港人士不滿的口號，又對他們作出多種指控，而反新移民遊行應該是香港首次。（遊行報導詳見另文）

遊行隊伍由一面「反對派$6,000給香港非永久居民」橫額帶領，但較早前遊行其中一位攪手Ada接受《明報》盧曼思的訪問中（明報網站），表示「這是網民的共識、也是gimmick（噱頭），講得太深奧無人明」，令筆者感到她實在「又要威、又要戴頭盔」。

筆者在過往十年間出席了大大小小的遊行，發現在昨天的隊伍中有很多特別的現象。遊行人士強調是網上自發，沒有組織也沒有政治聯繫；亦有接近四份一的參與者臉上戴上口罩，面對鏡頭的反應亦不自然、或者會閃到示威牌後面。筆者肯定是次遊行的參加者真的沒有說謊，因為他們很多都是新臉孔。

可是，是次社會運動加入了新力軍，並沒有壯大了民主運動，因為示威者沒有對社會制度的分析、對社會事實也沒有正確的認知；更遑論對他者作設身處地的理解、對社會未來願景的具體想像、與及如何實踐／實現他們的訴求。筆者由此認為，遊行人士只是把新移民當作社會問題堆填區，把心中對社會的不滿強加別人，怎樣也不是壯大了民主運動。

在遊行結束後，發起人更指示參與者將示威標語扔在一旁，讓公公婆婆拾取變賣。這種毫無同理心和自我中心的呼籲，竟獲得遊行人士喝采聲，這才最讓人嘔心。

是偏見　還是事實？

筆者所見，昨天遊行中示威者將香港由來已久的眾多問題，直指新來港人士。例如坊間盛傳新來港人士可特快獲分配公屋單位。但根據房委會網頁，配屋時申請書內至少一半家庭成員必須在香港住滿七年並仍在香港居住，這個指控明顯不符事實；而所謂酌情應該是指社署的「體恤安置」，社署網頁也已經明文規定除非面臨健康問題或家庭變故等特殊情況，才符合「體恤安置」資格，新來港人士並無甚麼特權。

遊行人士也投訴關愛基金亂派錢、以及派錢只是換湯不換藥。但這兩項反映預算案欠缺遠見及政府理財混亂，本應向曾俊華抗議，為甚麼會算在新來港人士頭上？至於「不事生產UN UN腳、永久居民福利削」，只反映遊行人士充滿偏見，新來港人士大都從事既危險又骯髒的基層職位，土生土長的香港人都不願意去做，不事生產的指控是從何說起？而永久性居民獲得的福利也沒有減少過。

至於「倫常慘劇多到震」、「一家大細食政府」之類胡亂安插的罪名，只能一笑置之吧。

遊行只是發洩歧視和仇恨思想

遊行其中一位攪手Ada接受《明報》盧曼思的訪問中表示，自己不諳政治，根本不懂得甚麼極右、法西斯、納粹思想，自己也不是歧視新移民云云。

可是筆者不能容忍這種把責任推得一乾二淨的說辭。遊行人士根本對自己發出的指控完全沒有考證，實在是非常危險的做法。連事實基礎都欠奉，就相信自己的指摘為真，除了出於歧視、就是出於仇恨，把問題都歸咎於比自己弱勢的人。

但即使有一天遊行人士得償所願，香港完全沒有新來港人士，上述現象仍會存在，香港人的生活也不會就此改善。因為現時香港眾多社會問題，都是由財團壟斷、和畸形的政治制度造成，尋找代罪羔羊實在無補於事。

曾俊華沒有提出任何長遠財政政策，面對眾多社會問題如醫療、教育資源不足，仍死抱巨額儲備不放，這種水平的預算案本來應發還重做。但香港人同樣短視，因為眼前的六千元，而放了財爺一馬。偉大的市民成就偉大的城市，短視的市民當然也成就短視的政府。

為甚麼你動不了青年票？

無論是建制派還是泛民主派，『青年票』總是各候選人夢寐以求渴望得到的票源，於是一到選舉，紛紛各出奇招，希望可以『潮』起來、『潮』到可以吸引到年青人投自己一票。04年的選舉，有年過四十歲挺著肚腩的候選人穿起波衫捧著足球喬裝年青，好一點的則找來年輕成員放在隊尾，用意皆在吸納年青選票，可是效果卻遠不及自發為長毛四處 ICQ拉票的網民力量。到了如今人人都在談論 web2.0，於是候選人們紛紛叫助理開 Blog用 Facebook（但自己從不使用／不懂用）；見 Youtube 大熱，便人人都拍 MV 唱 Rap，一把年紀將鴨舌帽反轉戴上，卻穿著 Polo 恤、走音甩 beat兼扭腰做著疑似 Hip Hop 動作，真Yo！也有政黨落本認真製作流行曲 MV，放上 Youtube 點擊卻只得一千幾百，看見毓民的論壇短片一毛錢不花卻輕易有十多萬點擊，大概只有空嘆奈何，似乎所謂青年票都是摸不透捉不著，如何吸納這些傳說中的『青年票』、『網民票』，成為各大政黨的最大懸念。

是青年人就會投票給青年人嗎?

理論上，選民往往會傾向將票投給與自己有共通點的候選人，像美國黑人會較願意投給奧巴馬、麥凱恩找佩林做拍擋則希望吸納女性選民。所以當香港政黨希望吸納年青票源時，第一個想法便是讓團隊看上去年輕一點，例如由『大佬』排著頭位，然後加入年青的團隊成員。但由於在比例代表制之下，同一團隊要取得兩席其實非常困難（本屆選舉只有三個團隊可以將兩名候選人送入立法會），這些年輕的團隊成員其實都不過是裝飾而已，選民也心知肚明，他們選的始終只是『大佬』，而不是排第二三四五六的小輩。也有坐一席望兩席的團隊，希望青年人支持排在第二位的新人，在立法會中加入年青人的聲音，像新界東便一度出現了陳克勤 vs 曾國豐的戰況；可是最終湯家驊以低票當選，而劉江華團隊雖然取得兩席，成功將陳克勤帶進了立法會，但在 facebook 上卻同時出現了『陳克勤，我和你有代溝』和『Gary Chan – The Shame of HK Youth』等小組。事實上，無論是泛民的陳淑莊、曾國豐，還是民建聯的李慧琼、陳克勤，在青年人間的受歡迎程度似乎都不及怎也不算年輕的黃毓民和長毛，特別是在毓民『選舉論壇拔刀相助』的片段在網上廣為流傳後，更形成了一股出乎意料『毓民效應』，那句『民建聯最無恥』甚至成了電話鈴聲，最終拉高了社民連在各區的得票率，毓民和長毛能分別成為其選區的泛民票王，與此不無關係。

重視年青票，小看年青人

這是否代表青年人並不在意候選人是否年輕呢？其實以實質年齡論，三十開外還自稱青年已經有點勉強（又不是選傑青，四十歲以下都是青年？），而最重要的是這些候選人往往其實都是『小老人』，四平八穩之餘，也不見得真的從青年人的立場出發；所以陳克勤在論壇上為民建聯辯護『要求懷疑曾在內地濫藥的入境人士即時驗尿』的政策建議後，立刻在各大論壇被年青網民謔為『驗尿勤』，也就正常不過了。

請不要只重視年青票，小看年青人，把他們當成無知得只懂得看外殼去投票。唯有讓他們感到確切被理解、被重視，說出他們的憤怒和無奈，他們潛在的強大動力才會發揮出來投向你。『毓民效應』的出現是帶有一點僥倖，但歸根究底還是社民連鮮明的立場和敢作敢罵的性格深深地吸引了年青人，讓年青人感到他們不是凡事規管的悶蛋『大人』，在他們身上青年人看見改變悶局的希望和動力，是有火的『真青年』。也是這樣，才能使他們在 facebook 和 MSN 上紛紛寫上『票投社民連』的口號、以出色的創意在網上為社民連拉票和『惡搞』社民連的對手。上一屆他們造就了長毛，今屆造就了社民連；下一屆，奇蹟還是會繼續發生。
