蘇院長：
我們從網路與新聞得知台灣樂生療養院（漢生病）遭到捷運工程的迫害，我們知道整個計劃仍有緩和的空間，而且今日的緊急是由政府過去的草率所造成，政府不應該讓病人承受政府的錯誤，應該讓他們按照自主意願繼續居住在原地。
漢生病友的受壓迫史，早在全世界已經引起關注，世界上主要國家都開始反省過去對漢生病友的強制隔離與迫害。對於台灣漢生病友的狀況，不但曾由聯合國於2005年7月20的公報中警告台灣政府不應強迫搬遷，世界痲瘋組織IDEA INTERNATIONAL亦於日前發函樂生保留自救會，對其三年來爭取人權的行動表示支持。為此，我們堅決反對台灣政府迫遷樂生院，我們已得知，台灣政府下的文建會已提出專業的替代方案，可保存百分之九十的院區範圍，台灣政府應該對此方案展開公開、透明的民主審查程序，不應該經過粗糙的流程逕行否決。
除了對工程的審議和歷史環境的認定，另外，保障漢生病友的醫療環境、生存空間，也是全世界政府的重要政策，我們認為台灣的行政院衛生署不但違反了本身職責，更涉入迫害的行為，完全不符合照護機關應有的責任與義務。這項行為已經證明台灣政府在所有的層面上都損害了漢生病患者的人權。
透過這封投書，我們希望台灣政府緊急終止迫遷的計劃，立即展開民主對話，並且，我們會將此訊息傳遞到全世界每一個角落。

We learn from internet and news that Taiwan’s Losheng Sanatorium (Hansen's disease people) has being persecuted by MRT construction project and we also heard that there still has better scheme to alter the whole project. This emergency situation today was caused by government's miscalculation before, so the government should not let these people bear the government's mistakes.
The history of oppression on Hansen's disease people has brought concern all around the world for a long time. The main countries in the world have begun to introspect the force isolation and persecution in the past. The situation about Taiwan’s Hansen's disease people is that not only UN has issued a communiqué to warning Taiwan government should not force them to move at July 20, 2005, but the world leprosy origination (IDEA international) also sent a letter to Losheng Reserving Self-reliant Association to show their support on the action of strive for human right over the past three years. For this reason, we object to the force eviction plan made by Taiwan government. We have known that the Council for Culture Affairs (under Taiwan government) has brought up a specialized substitute scheme which can reserve 90% of range of Losheng Sanatorium. Therefore, Taiwan government should launch an open, transparent and democratic examining procedure on this scheme, but not through a rough procedure and reject it at random.
In addition to the examining of construction scheme and identifying about historical value, ensuring the medical treatment and living environment of Hansen's disease people is also an important policy in many countries in the world. We consider that Taiwan’s Department of Health, Executive Yuan not only violates their responsibility, but also involve in the persecute action which is totally ignore the responsibility and duty that a medical care government organization should has. This event has proved that Taiwan government has damage the Hansen's disease people’s human right on every aspect.
Through this letter, we hope Taiwan’s government end the force eviction project right away, and open up democratic dialogue. Besides, we’ll spread this message to every corner around the world.
