On substance abuse

Because of the recent arrest of celebrities involving drug procession, there have been some discussion on the issue of substance abuse. Is substance abuse only limited to drugs? Or should it include alcohol and tobacco as well? Why does substance abuse happen? Is it just because those young people are "naughty"? How should a society deal with them? Is prohibition the obvious solution? If you are interested in this topic, here are a couple videos that may be of interest to you.
