以色列軍轟炸加沙,近三百死﹝各報刊連結﹞

最近在友人介紹下開始看半島電視台﹝aljazeera﹞廿四小時新聞台,星期五有一單香港電視台不大注意的新聞:以色列開放加沙接連以色列的邊界,讓食物和燃料能運入。當時記者以樂觀口脗詢問一位人權組織代表:開放邊界夠不夠;代表也給了一個行貨答案:當然不夠,然後簡單介紹加沙居民多年來面對的窘境。

沒想到,開放邊境竟是大規模空襲的前兆,這是外人不容易明白,但加沙居民卻已有不祥的預感。在加沙地帶執業的心理醫生Dr Eyad Al Serraj說「跟所有加沙人一樣,我感到有大事情將要發生。當以色列容許食物和燃料﹝昨日他們解除了對加沙的封鎖﹞,我就跟朋友和自己說,以色列正在策劃一次大襲擊。他們不希望被指令加沙人陷入饑荒。」﹝英國《衛報》,十二月廿七日

這次大空襲是零六年以軍黎巴嫩的翻版,上次以軍說是報復黎巴嫩南部真主黨向以色列北部發射小型火箭,今次是報復哈馬斯向以色列南部發射的qassam小型火箭﹝非常簡陋的極短途火箭﹞。兩次以軍都以極不符比例的方式報復,雙方的死亡比例幾乎是一對一百。英國廣播公司的簡要分析指出,以色列在一個月後將舉行大選,「中間派」的執政前進黨的支持度落後於右翼利庫德集團的內塔尼亞胡,於是選擇在美國候任總統奧巴馬仍未上任前發動大規模軍事行動,以向以色列選民交代。在攻擊開始後,以色列兩個主要右翼黨Israel Beiteinu和利庫德集團都發聲明表示「滿意」。用常理去推斷,都會得出和英國衛報編輯ian black相若的結論──攻擊只會令哈馬斯的地位更穩固。

在這樣的時候,通常我們都會聽到最違反常理的政治辭令。以色列總理奧爾默特在記者會上面對鏡頭對着加沙人說:「你們不是我們的敵人,哈馬斯、聖戰組織和其他恐怖組織才是你我共同的敵人。」﹝也可以看以色列外交部長的發言﹞美國駐聯合國大使哈利札德說,我們不願意見到任何一個無辜的人死亡,但我們必須搞清楚事件的前後次序﹝sequence﹞,即哈馬斯先發射小型火箭,以軍才發射其大型火箭。

沒有比這種「次序論」更惡毒的話了。

民主的對外失效

『以色列在一個月後將舉行大選,「中間派」的執政前進黨的支持度落後於右翼利庫德集團的內塔尼亞胡,於是選擇在美國候任總統奧巴馬仍未上任前發動大規模軍事行動,以向以色列選民交代。』

美國和以色列倒行逆施,正反映民主對外失效的問題.試想像關塔那摩監獄設於美國境內,對付的是黑人,布殊早成為第二個尼克遜.在民主制度下,國內問題可以經過反覆討論,互相妥協,方纔實施.即使極具爭議,如墮胎,安樂死,正反雙方仍能繼續發表意見,競逐支持,爭取改變.

但當國力擴張至國外,沒有相應有效制約,在國際無政府現實主義下,魚肉他國間接為政權或人民帶來豐厚利益,除了少數有心人和知識份子,國民普遍不關心外事,未必引起關注,國外受影響民眾卻無權置喙,國內所奉行公義不能一而貫之平等對待他國人民,導致國際間仇恨.

我想到解決辦法只有國際民主,已經開始,但有恍如沒有,約束力不夠.必須世界大多數政府都由民主產生,方有望成功實行.在文明衝突下確切普世價值,根本緣木求魚,不知何年何月.望有識者剖析之.

明日﹝十二月三十日﹞下午六點中環遮打花園集會

The recent events at the Gaza strip have been mortifying. In fact, it is most enraging as the Israeli government has intensified its attacks on the people of Palestine.

Yesterday's bombings has killed around 300 people and have destroyed hospitals, universities and homes of thousands of people.

This carnage is just an addition to the Israeli Occupation Forces' continuous violations of the Geneva Conventions when they have disallowed food supplies and limited movements and entries of people and supplies into the Palestinian territory.

Now we see the move of the Israel to invade the Gaza Strip. Is this part of plans to expand their territory? Even the Israelis are against these intensified bomb attacks.

The Asia Pacific Students and Youth Association (ASA, previously known as Asian Students Association), would like to call for a candle-light vigil tomorrow at the Chater Garden, 6-7PM to express our solidarity for the people of Palestine.

We have to express our condemnation on these attacks. The Palestinian people need our solidarity.

新看到的五則評論,阿拉伯海灣地區評論多批評哈馬斯

一﹞以色列《耶路撒冷郵報》社論Gaza portrayed,社論指以色列這次的傳媒戰打得不錯,歐盟、法、德、英都持各打五十大板的平衡路線,有這些大佬撐住,其他只屬「條件反射式」的反對已不能傷害以色列,並讚稱今次以色列政府發言人做得出色。社論最可圈可點是最後一段:"Carefully chosen words﹝以色列政府發言人的辯辭﹞ set against dramatic images﹝半島電視台在加沙醫院拍的死傷者片段﹞? It's an uneven media battlefield. But at least, this time, Israel is fighting."

二﹞以色列左翼報章《Haaretz》社論Defend, don't invade,強調攻擊的正當性,但要求以色列政府要務實,設定可行的目標,斷不應派地面部隊進加沙。

三﹞英國衛報評論員文章The dire cost of domestic rivalries,提出了很清晰的觀點,即以色列前進黨及工黨聯合政府發動攻擊,主要是為二月的大選鋪路,雖然他們口裏會說阻止哈馬斯繼續發火箭是最重要的目標,茲引述文末一段:"What is clearly missing from this list of Israeli objectives is the attempt to halt the firing of Qassam rockets into Israel's southern towns. Unlike the objectives I mentioned, which are not discussed by government officials, this one is presented by the government as the operation's primary objective. Yet, the government is actively misleading the public, since Israel could have put an end to the rockets a long time ago. Indeed, there was relative quiet during the six-months truce with Hamas, a quiet that was broken most often as a reaction to Israeli violence: that is, following the extra-judicial execution of a militant or the imposition of a total blockade which prevented basic goods, like food stuff and medicine, from entering the Gaza Strip. Rather than continuing the truce, the Israeli government has once again chosen to adopt strategies of violence that are tragically akin to the ones deployed by Hamas; only, the Israeli ones are much more lethal."外國傳媒平常根本不會留意以色列和哈馬斯或法塔赫的角力,誰幾時幹了什麼,因此一到成為焦點時,我們從外看的實在很易受到誤導。

四﹞泛阿拉伯報章Al-Sharq al-Awsat總編輯Tariq al-Humayd文章Gaza Blood - Commercial Enterprise。作者譴責哈馬斯、伊朗、黎巴嫩真主黨和敘利亞試圖借事件撈取政治利益,認為姑息哈馬斯才會令阿拉伯世界成為令巴勒斯坦人受苦的幫兇。以下是原文。

A sordid, bloody play has been recurring for decades in the name of the Palestinian cause, with the same scenes and lies. There is nothing new except for its victims. There are opportunistic factions, Israeli crimes, and Arab denunciation and condemnation.

What is the difference between what is happening in Gaza and what happened in the Israeli-Hezbollah war? There is no difference. In that war some 1,200 Lebanese people were killed against two Israeli soldiers; in this war, one Israeli soldier was killed against over 200 Palestinians, and the figure is expected to rise. Naturally, Hamas's leaders are demanding that the Arab do more than just issue statements of denunciation. They want us to surrender our will to Hamas in war and peace. Khalid Mish'al would decide when to conclude a truce and when to fire his primitive rockets, and we have to obey!

The lines of coordination are clear: Hezbollah prepared public opinion a week ago by its call for staging demonstrations in support of Gaza. And demonstrations were staged in Bahrain in a show of force. Today the Iranian-affiliated Hezbollah came out with a statement saying that" the language of condemnation by the Arab countries and their League is no longer capable of covering up their shameful political position, because allowing the blockading of the Palestinian people is tantamount to participation in the blockade. Instead, the Arab countries should support the Palestinian people in civilian and military fields to enable them to confront the aggression."

This statement does not differ much from Hamas's statement which said that "the regional parties should assume their responsibilities towards what is happening and halt the aggression. There are parties that are not innocent of our people's blood."

For his part, the [Egyptian] Muslim Brotherhood guide came out saying that Egypt is colluding with what is happening in Gaza. However, he said nothing about those who host Khalid Mish'al, and who are preparing to enter direct negotiations with Israel!

As expected, we are hearing demands for holding an urgent Arab summit. The question is: What is the difference between a new summit and previous ones? What is required is not an urgent summit, but a decisive Arab position that holds the responsible party [for what is happening] accountable. If the current escalation of the situation by Hamas and Iran targets the expected negotiations between Syria and Israel, let them give things their true names; if this is intended to strengthen the Syrian position, let them say so.

The Arabs are duty bound to tell the Arab public that what Hamas is doing in Gaza, and its foiling of the efforts made by the Egyptians to bring about calm are tantamount to casting a vote for Netanyahu in the forthcoming Israeli elections. An extremist always looks for an extremist to justify his existence. If Netanyahu succeeds in winning the post of Israeli prime minister, this would be justified before Arab public opinion by what Iran and Hamas are doing, and even by Hezbollah's weapons.

Israel's crimes must not divert our attention from what Hamas has done and is doing to the people of Gaza and to the Palestinian cause as a whole. Otherwise, we would be false witnesses burnishing bloody stances. Displaying leniency towards Hamas would make the Arab world an accomplice in the Palestinian people's suffering.

Standing with those who have a cause does not mean that we should turn them into playing cards in Hamas's hand and those who stand behind Hamas. The Arabs should call a spade a spade, since Hamas and those behind it do not hesitate to level accusations of treason at the Arab world. Let them shoulder their responsibility, at least for once.

五﹞科威特《國家報》﹝Al-Watan﹞評論員文章Abdallah al-Hadlaq:The Leaders of Treachery and Betrayal Get Their Just Punishment。文章同樣持反哈馬斯立場,認為哈馬斯只是敘利亞和伊朗破壞阿拉伯世界的工具。文章最後說:"Many Palestinian leaders have grown up on betrayal, treachery, reneging on promises, doing bad things to those who were good to them, and ungratefulness innately built into their natures. What they receive at the hands of the Israeli Army is their just punishment." 在阿拉伯世界的主流報章竟然會出現這樣的說法,實在令人驚訝。

After her meeting with Egyptian President Husni Mubarak, Israeli Foreign Minister Tzipi Livni threatened that Israel will no longer allow the "terrorist Hamas Movement, which has rebelled and turned against the legitimate authority" to remain in control of the Gaza Strip. Livni added that Israel will also no longer allow the unbearable Hamas missiles, which target innocent civilians -including women and children -in southern Israeli cities of Sederot, Ashqelon, and Western Negev, will not continue forever. They must be stopped by force, and the state of self-restraint that Israel is imposing on itself has its limits, and the wise man will get angry one day.

For his part, Israeli Defence Minister Ehud Baraq said that Hamas's firing of unbearable bombs and rockets, which target innocent civilians in southern Israel, will soon end permanently, but he refused to specify what plans the Israeli Army intends to adopt to achieve this goal. He did, however, say that the terrorist rebellious pouches Hamas Movement, which rebelled against the [legitimate] authority and took control of the Gaza Strip, are the ones responsible for what is happening. He promised Hamas that they would very soon pay dearly for their stupidity and recklessness, saying that the Israeli Army knows full well the responsibilities place on it, and it will show Hamas terrorists who will be the one to succumb and surrender.

O Israeli Army, attack the Palestinian terrorists who receive their orders from the Ba'thist and Persian terrorists. Pursue the rebels of Hamas, the idiots affiliated with it, its foolish commanders, and its reckless leaders who use the guise of religion and exploit it. Crush them, obliterate them, teach them a lesson they will never forget. A lesson like the one you taught the defeated terrorist Hezbollah in 2006, teach them a really harsh lesson and free the Gaza Strip from the control of the terrorist Hamas.

Did the terrorists of Hamas forget, or pretend to forget, what happened to their kin, the Black September Organization, in the Jordanian capital of Amman when the soldiers of King Husayn Bin Talal, God rest his soul, crushed and minced their bodies under the Jordanian tanks of justice in the Jordanian refugee camps. Those who tried to rebel, betray, and deny the services [done to them] found swords waiting for them. They were cut down, rooted out, and the head of terror was picked like a ripe fruit. These are the Palestinians. Wherever they go terror, corruption, instability, scandals, betrayal, vileness, and ungratefulness follow them.

The Gaza Strip is the womb of extremism and terrorism. After Hamas leapt to power, following the charade elections of September 2006 and its formation of a crisis government, all the countries in the world rejected acknowledging or dealing with it unless it gave up violence and acknowledged Israel's right to exist as an independent sovereign country. The situation intensified at the centre of terrorism and extremism, the Gaza Strip, when the terrorist Palestinian factions clashed with each other, causing them to fail, and then God broke their power. Therefore, they did not or ever will surface again, because every time they light the fires of war God will extinguish their flames.

Can a terrorist government such as Hamas lead a people and achieve progress in the course of peace? Can a people who have never known anything other than displacement and loss in the beginning of their lives, followed by extremism, radicalism, terrorism, murder, suicide attacks, and Katyusha rockets fired daily on innocent civilians, women, and children -in Israeli cities that lie south of the Gaza Strip -can they form a civil society and the essence of a modern Palestinian state that is able to conform with the international community? Can a terrorist organization such as Hamas, which receives its orders from the Ba'thist and Persian terrorists in Damascus and Tehran, gain the required trust of the international community for it to be acknowledged, accepted, and trusted?

Many Palestinian leaders have grown up on betrayal, treachery, reneging on promises, doing bad things to those who were good to them, and ungratefulness innately built into their natures. What they receive at the hands of the Israeli Army is their just punishment.
