今年九月十九至二十日，將會在新加坡舉行「國際貨幣基金會－世界銀行」（IMF-WB）會議，新加坡政府已預先警告示威者，不要輕舉妄動，否則笞刑侍候，而且，更只容許外國非政府組織作有限度示威，卻不許新加坡人參與及舉行集會示威。
一群亞洲民間團體現草擬了一封信給新加坡總理，表達他們反對種種對公民社會的規限。

9月19-20日，世銀－國際貨幣基金會將於新加坡舉行會議，一群亞洲非政府組織去信李顯龍，抗議新加坡政府打算嚴懲及限制示威者。

新加坡總理李顯龍先生：
我們是一個全國、地區性及全球公民社會組織的網絡；9月19-20日，世銀－國際貨幣基金會將於新加坡舉行會議，據悉，新加坡政府打算限制及阻嚇公民社會參與相關的活動，這些威嚇及限制，將會危害公民社會參與各種關於貿易、援助、債務、可持續發展、人權、和平及人類安全等的國際機構。
我們明白，新加坡政府與世銀－國際貨幣基金會正在作出一些安排，讓外國非政府組織舉行活動，但是，根據我們的經驗，這種高度規限的做法是非常選擇性及挑他性，只會提供非常有限的機會予公民社會表達聲音，特別是對那些受到會議決定及討論影響的邊緣社群非常不利；我們在這裡強調，讓公民社會在會議進行前、期間及之後不受限制及自發地行動，是十分重要的。
我們亦關注到，有報導指只有一些指定的外國非政府組織可以舉行和平示威－－不受一直在新加坡執行的法規所限，而那些關心類似議題的新加坡組織則不被准許舉行任何示威，我們想強調，表達自由及集會自由，特別是組織及參與和平抗議是普世的權利，所有人，包括新加坡人民及組織也應享有。
新加坡內政部長黃根成說：某些公民社會行動，「將會被重罰，包括笞刑及監禁」，我們認為，這種說法是對公民社會的潛在的威嚇。
九月的世銀－國際貨幣基金會議並不只關乎新加坡，它的討論及決定將會影響在數以百計的國家裡數以百萬人的生計，因此，它將會吸引全球數以千計的社會活躍分子前來新加坡，而全球的目光亦會注視著這個國家。
這次會議將會是極好的機會，讓新加坡顯示她對普世人權標準的尊重及捍衛的決心，特別是表達自由及集會自由，對任何和平公民社會行動作出限制及威嚇，用像笞刑等殘忍、不人道、羞辱的方法懲罰，更是使新加坡在國際公民社會的眼前蒙羞。
