社區動力發展網路全力支持
香港市民反對免費電視頻道壟斷聯署
有鑑於本港免費電視巿場出現壟斷，業界龍頭濫用其優勢以支配市場之嫌。社
區動力發展網路聯同多個組織發起「香港市民反對免費電視頻道壟斷聯署」運
動，旨在強烈要求當局貫徹廣播政策，從而保障公平競爭，為巿民提供更多更
好的節目選擇。
聯署的五點要求如下：
1. 正視電視業界的反競爭行為，並按照《廣播條例》展開深入調查
2. 如有任何業界違反《廣播條例》，廣播事務管理局必須嚴肅處理及作出
合適懲處；
3. 評估廣播事務管理局的職能及表現，以確保其發揮監督廣播業的作用；
4. 檢討現行廣播政策，保障公平競爭，提供更多的節目選擇；
5. 延長申請經營免費廣播業務的公司的諮詢並加入其他公眾參與的元素，
令市民的聲音能夠充分表達。

Community Development Initiative supports “Hong Kong Citizens’ Declaration
Against Free-to-air Television Channels Monopoly”
As the local free-to-air television market has been monopolized by leading
station, reinforcing their status by abusing established advantages,
Community Development Initiative, along with other organizations, have
launched “Hong Kong Citizens’ Declaration Against Free-to-air Television
Channels Monopoly” campaign. Series of actions are aimed to demand that
the regulatory authorities to implement broadcasting policies promptly. This
would safeguard fair competition as well as providing better programme
choices for the citizens of Hong Kong.
Demands have of this petition are shown as below.
1. Take serious action against, and impose appropriate punishments for,
any practice found to be violating the Ordinance.
2. Evaluate the roles and performance of the Broadcasting Authority so
as to ensure the objective of monitoring the broadcasting industry.
3. Review current broadcasting policies, protect fair competition and
provide more programme choices.
4. Extend the current consultation period on introducing new free-to-air
broadcast operators with more diverse modes of public participation so
the views of the people can be expressed effectively.
