中大將於七月一日正式外判圖書館所有清潔工，六月二十日，中大工會員工總會會長向學校負責物業管理處（物業管理處素來負責圖書館清潔工作）的許敬文副校長寫了一封電郵，表達對外判的強烈反對，並提醒學校於二零零三年由金耀基校長領頭承諾過「永不外判物業管理服務」，如今把圖書館清潔工作整個外判出去，是食言之舉。
許敬文副校長覆員總之先，先寫了一封內部電郵討論應對之策，因其手誤之故，員總和一眾學生組織都因而收到電郵。
電郵之中，許副校長對當年的承諾不單不屑一顧，更妙想天開，想從當年的承諾中找出漏洞，以否認學校曾就「永不外判物業管理服務」作過承諾。按他的說法，學校當年只承諾「學校有控制權」的樓宇永不外判，書院的樓宇他們可沒有答應過永不外判！
試想像一個壞事做盡的無賴，他答應了不殺你的家人，結果卻殺了你的女友。當你質問於他，他答的卻是：
「——我答應不殺死你的家人；但你的女朋友我可沒有答應不殺！」
如此強凶霸道的說法，和許副校的詭辯真是堪可以相提並論！
校方當年之有「永不外判」一說，固是逼於群眾壓力，卻也不失為一所大學的應有承擔；這個承諾，答應大家的是不讓剝削工人的外判制度在中大作惡，不論書院樓宇或是大學樓宇，外判都會壓榨工人；所以不論書院樓宇或是大學樓宇，物業管理服務都不應外判！
容讓圖書館外判，就是違反承諾！堂堂副校咬文嚼字，不單意圖背棄承諾，還想砌辭掩飾學校毀約，其狀實在令人不堪！

Dear VC and colleagues:
It looks like CUEGU and SU want to blow up this matter as well. Let me share what I know before we discuss how to respond to the petition. With the completion of the 334 buildings, the staff strength of EMO is expected to grow close to or even beyond 500 (EMO has actually the largest share of the 334 funding for non-teaching units), posing a tough challenge to EMO and the University management. As a result, Benny has been advised repeatedly to minimize the number of new staff for 334 by giving up some of EMO's existing jobs and/or outsource some new job types, if possible. That is why despite repeated request from Benny, I have objected to the establishment of a new tree management team within EMO. Cleaning services for postgraduate halls and the library are among those jobs that Benny would return to the units concerned. My understanding is that EMO has been commissioned by postgraduate halls and the library to provide cleaning services for them. The nature of cleaning services provided by EMO for these two units is therefore different from that for the communal buildings. Only the latter is within the defined scope of duties of EMO. More importantly, outsourcing of cleaning services for the library does not lead to any layoff or cut in EMO headcount, but simply reduces the number of new staff to be hired by EMO for 334. The original team of cleaning staff assigned to the library will simply be redeployed. I think Personnel has already explained all the above points to CUEGU but the Union apparently does not accept our points. I understand this is another tough battle but if we loose this battle, we need to get prepared to manage an even larger EMO. Please take note that "no cleaning services on our campus can be outsourced, now and forever" (essentially CUEGU petition) has not been our promise as cleaning services for some of the buildings (like Colleges) on our campus are not under direct control by EMO and the University central.
